Former
plant operator sues town article in 5/10/2005 Star-Democrat - "The
company formerly responsible for the operation of the Centreville wastewater
treatment plant is suing the town and town manager Royden N. Powell III for
breach of contract and defamation."
Miller
Environmental Termination Notice - "On August 28 and 29, 2004, Miller
failed to keep discharge and flow records in accordance with this license as an
operator of a wastewater treatment facility. Further, on these same dates,
Miller failed to keep records related to North and South Pump Station
operations"
Proposal
from MES - "The Service had visited the Town's newly constructed
wastewater treatment plant and associated pump stations on September 7, 2004 at
the request of Mr. Powell. Subsequent to the September 7 meeting the Town
requested, and the Service provided, proposals for (a) supervisory services and
(b) full-time operations of the water treatment, wastewater treatment, and pump
station facilities serving the Town. The Town accepted neither of these
proposals."
Severn-Trent
Protest - "The Town did not supply adequate information with the
Request for Proposal and directed the bidders to contact the Town's engineer in
writing seven days prior to the bid opening for further information. The Request
for Proposals is dated October 8th with a due date of October 15th, Requests for
information would have been due October 7th to comply with the Request for
Proposals."
Royden
Powell's report to MDE 10/8/2004 - (18 megabytes) - "Given certain
questions related to the operation of the facility and involving data which MEI
is responsible for maintaining, I forwarded MDE' s request for information to
MEI for their written responses to these questions."
