Bob Griffith's Comments on Second Draft - "In the interest of the citizens and for the health of the bay there should be no relief or lifting of the moratorium until the collection system, pump stations and new plant are in full compliance. Slow down!"

Frank DiGiallaeonardo's Comments on Second Draft - "... greater spray irrigation acreage alone will not permit higher volumes at the plant without upgrade of the plant itself due to the seasonal limits on spraying."

If the revised flow numbers are to be believed, then this should keep everyone happy.

There are math errors in Sec. ID (Page 4):

For Symphony Village, 329 outstanding units works out to be 82,250 gpd not 80,250.  In addition, another 9 units (2250 gpd) should be allocated to the clubhouse since the original allocation was based on 97 units.  Thus, the total should work out to be 84,500 gpd.

For Northbrook, 291 outstanding units works out to be 72,750 gpd not 50,000 gpd.

See Sec ID (Page 7): The plan still requires a new allocation even if the change in use results in fewer gpd of use.  This does nothing to encourage commercial development that results in lower usage.

I applaud the town for sticking with the 250 gpd/household figure instead of allowing Symphony Village to use a 175 gpd/household figure.  See Sec II (page 8).

The plan still does not name who the Controlling Authority and the Approval Authority actually are, Sec IV (Page 12).  I would suppose that Miller Environmental is the controlling authority and the Town Manager is the Approval Authority.  If that is so, then the plan should say so.  However, the Town Council should be the Approval Authority for commercial allocations until a policy, and associated calculations, is established.

I think the I&I Study recommended in the second draft, Sec IV (Page 12)  is a waste of money.  We have had reduced flow at the plant when 18,000 gpd have been added due to new construction and have had one of the wettest summers in recent years.
