Town Council Work Session

  October 18, 2004

Mr. Norman Pinder, Town Council President convened a work session at 4pm in Town Hall.  Mrs. Donna Turner, Council Vice-President, Mrs. Mary McCarthy, Council Member, and Deana Ashley, Clerk were also all in attendance.

Welcome:  Citizens and guests were welcomed to the meeting.

Business: 

Mrs. McCarthy asked about the status of the “Slow Children at Play” signs for Providence Farm?  Mr. Powell would check with David Crossley and Chief Cohey.

She also asked about the final copy of the capacity management plan and the resolution to be sent to MDE?  Mr. Powell presented the resolution for their signature and said that he was drafting a letter to accompany the plan and resolution.

Mrs. McCarthy also questioned the status of the WRAS resolution?  Mr. Powell stated that the committee would be making a presentation to the Planning Commission and then a draft resolution would be presented to the Council.

She also asked about the status of the three appraisals via Mr. Kehoe?  Mr. Powell would follow-up with Mr. Kehoe and report back to the Council. 

Mrs. McCarthy asked if Mr. Powell had completed the analysis of outstanding fees from developers?  Mr. Powell responded no the work was not completed.

She also inquired about the clean up of the parking lot and sidewalks by the public works staff?  Mr. Powell responded no the work was not completed.

She also inquired about the status of the grants to pave and create the trails and has the request for proposal for park landscape work been created?  Mr. Powell has no update on the projects.

Mrs. McCarthy requested other Council members submit their comments regarding the Truck Traffic ordinance at their earliest convenience.

Mr. Powell stated that he was requesting bids for security fencing throughout Town and would report to the Council his recommendation.

The Council discussed the schedule for the Town staff Christmas party.

Citizens Forum: 

Sveinn Storm, S Commerce St – Mr. Storm referred to a section of the annotated state code which prevents any subdivision approval while there is a building moratorium.  The Council stated that the language in the moratorium resolution refers to subdivisions.  He also discussed his concerns regarding the use of liquid chlorine for the treatment plant. 

Mr. Storm also discussed the status of the Bozek Ridgeview project.  He stated that the Council had agreed to pay for the extension of Little Kidwell without a public works agreement.  He questioned if the work was bid and how the inspection process is being managed without an agreement?  Mr. Powell stated that a draft has been presented to Mr. Bozek for his consideration.  Mr. Storm also requested September flow reports but Mr. Powell stated they were not yet available.

Mr. Stoney Duffey, Centreville – Mr. Duffey discussed the 6 or 7 projects he has proposed for the business park.  He also discussed the conveyance of the stormwater pond back to the Town.  He inquired if the planning commission would be able to “fast track” any projects once the moratorium is lifted?  Mr. Powell responded that the Planning Commission will not make special considerations; the process for plan approval will remain the same.

Motion to Adjourn:  There being nothing further to discuss, the Council voted unanimously to adjourn the meeting at 5:09pm .  (3 ayes)
