Town Council Work Session

  October 15, 2004

Mr. Royden Powell, Town Manager, convened the meeting at 4:30pm in Town Hall.  Deana Ashley, Clerk was also in attendance.

Mr. Powell stated the purpose of the meeting was to open sealed bids submitted in response to an ad requesting wastewater treatment plant and water operations.  He would review the bids and make a recommendation to the Council at their scheduled 5:30pm meeting.

Bid 1 – A letter from Severn Trent of Exton, Pennsylvania which protested the bid process; not enough information was available in the ad to sufficiently respond and it requested an extension of the deadline.

Bid 2 – Donald Young, Easton , MD – Mr. Powell summarized the cost of operations for 1 year to be $60,000 or $5,000 per month;  out of scope services would be billed at $30/hour.

Bid 3 – Maryland Environmental Services, Millersville , MD – Mr. Powell summarized the cost of operations estimated to be $209,000 per year, not to include 2 full-time operators at an additional $89,000 per year.

Mr. Powell will review the bids specifications and qualifications and make a recommendation to the Council.  Mr. Powell adjourned the meeting at 4:45pm .
