Town
Council Work Session
September 13, 2004
Council President Norman
Pinder convened the work session at
4pm
in the Town Hall. Donna Turner, Council Member Vice President, Mary
McCarthy, Council Member, and Royden Powell, Town Manager, Stephen Kehoe,
Town Attorney and Deana Ashley, Clerk, were in attendance.
Welcome:
Citizens and guests were welcomed to the meeting.
Business:
None.
The Council discussed the
status of the capacity management plan with Mr. Powell and Mr. Kehoe.
Mr. Kehoe noted that
Symphony
Village
representatives had requested adjustments to their allocation calculations
be reduced to 175 gallons per day as consideration for the average age and
typical usage for their clients. Mr.
Kehoe will discuss the matter with Mr. Jim Dieter of MDE.
The Council discussed the
number of allocations to be charged for the Social Services building and
their pending occupancy without a certificate.
Mr. Powell had discussions with Mr. Davis Emory, the owner, and URS
regarding the calculation of the number of units to be charged.
The Council noted their concern with revision of the units for the
Social Services building and the
Symphony
Village
clubhouse; Mr. Powell stated
there are numerous means for calculating flows for different building
types. The Council stated the
need for a consistent process for all types of uses.
Mr. Kehoe was instructed to draft a letter to the owner regarding
occupancy without a permit; and a letter regarding outstanding allocation
fees.
The Council then had a
brief discussion regarding the status of the
Northbrook
water tower.
