Council Work Session
August 30, 2004
Council President Norman
Pinder convened the work session at
4pm
in the Town Hall. Donna Turner, Council Member Vice President, Mary
McCarthy, Council Member, and Royden Powell, Town Manager, and Deana
Ashley, Clerk, were in attendance.
Welcome:
Citizens and guests were welcomed to the meeting.
Business:
1.
August 28 Spill at
South Pump Station – Mr. Powell summarized the activities
surrounding the spill including, contacting MDE, John Nickerson of QAC
Environmental Health, and determining the cause to be a “tripped”
breaker not included in the alarm mechanism.
A press release was issued at
10pm
on Saturday which estimated the spill at 250 gallons.
2.
New WWTP
Specifications – Mr. Powell has been in discussions with Mark Prouty
of URS in order to analyze the Miller Environmental contract and to
develop detailed specifications for the operations and maintenance of the
new plant.
3.
Insurance – Mr.
Freestate will provide an overview of the Town’s coverage at their
September 16th meeting. He
is also reviewing the issue of coverage for the zoning administrator.
The Council discussed their concern with Mr. Powell regarding the
lack of a contract with Mr. Porter as well as a formal job description.
4.
Fall MDOT/SHA Tour
– The Council expressed their interest in attending the tour in order to
follow up on their recent meeting with Mr. Kiel and to identify new and
future traffic concerns with traffic representatives.
5.
Penn
Station
Building
– Mr. Powell informed Mrs. McCarthy that he was exchanging phone calls
with George Fabula and would keep her apprised of their conversations.
6.
South Pump Station
Upgrade – Mr. Powell reviewed the technical design issues including
comments from URS and wording within the public works agreement.
The Council discussed the need for review of the similar work to be
completed at the North Brook water tower and arsenic treatment plant.
7.
Rotary Artisan
Festival Ad – The Council approved purchasing an ad for
approximately $150 for the annual Rotary Artisan Festival flyer.
8.
Town Calendar –
Mr. Powell discussed the creation and distribution of the Town calendar
for 2005. Mrs. Turner
suggested that a monthly/quarterly newsletter may be more informative to
residents and business owners. Town
staff will work to develop prototypes in the coming weeks.
9.
Wharf Work with Parks
Board – Mr. Powell has asked the Parks Board to develop a written
plan for the revitalization of the Town wharf.
DNR grant monies are available, and Mr. Gus Gartner applied for a
permit to secure those. Mrs.
Turner requested that the Council be kept apprised of their intentions
prior to implementation; Mr.
Powell is meeting with members this weeks and will report back at the next
work session.
10.
Request to Bow Hunt
at Tanyard Farm – Mr. Pinder received a request to bow hunt on the
Tanyard Farm. Mr. Powell
and the Council discussed the nature of the bonds secured to purchase the
farm which prevent such sports on Town property.
Mr. Powell would review Mr. Dulin’s contract.
Citizens Forum:
Mr. Luke Phipps,
202 S Commerce St
– He reviewed portions of the revitalization plan by the Parks Board at
the wharf.
John Sherman, WBAL – Mr. Sherman spoke with the Council about the
8/28 spill and a memo from MDE which stated the flow meter data at the
North Pumping Station would no longer be required reporting.
Mr. Powell and the Council reiterated their position of full
disclosure and would contact MDE regarding the memo and its meaning.
