Town Council Work
Session
April 25, 2005
Council President Mrs. Donna
Turner called the work session to order at 4:00 p.m. in the Town Hall.
Mrs. Mary McCarthy and Mr. Norman Pinder were present, along with Mr.
Royden Powell, Town Manager, Mr. Steve Kehoe, Town attorney, and Jane
Saulsbury, Administrative Aide.
Mr. Dick Phillips and Mr. Ed
Smith came before the Council to report that the parade will start at 12
noon on Saturday, May 28th. There will be a barbeque following the
parade at the American Legion for all participants. Mrs. Saulsbury was
asked to expedite the parade permit from the State Highway
Administration and to order a banner from Shore Signs based on language
which will be provided by Mr. Smith. Mr. Phillips reported that the
parade route will be the same as the Christmas parade, but that there
will be no judging and no stage. The members of the Council were
invited to ride in the parade and Mr. Pinder advised he would take care
of finding a vehicle for them. The Sheriff’s Dept. will assist the
Centreville Police Dept. in providing traffic control. After
discussion, it was agreed to permit the throwing of candy so long as it
is monitored.
Mr. Ed Parry, Farmer’s Market
chairman, said that someone had suggested having the “market” out near
Food Lion. Council concurred that it should be located “in” town near
the town center. Mr. Parry reported that he has fifteen interested
vendors and requested permission to commence on Wednesday, May 4th
which is also the date of the Garden Club’s May Mart. It was moved and
seconded by Mrs. McCarthy and Mr. Pinder, respectively, to approve May 4th
as the starting date for the Farmer’s Market. All being in favor, the
motion passed. Tammy Stafford will put a notice of it in the newspaper.
Mr. Pinder initiated
discussion about the need for an “Emergency Alert System” and suggested
that a citizens group, of 5 to 7 people, be created to work with the
police department and the fire department. Mr. Luke Phipps suggested
that the Town Watch should be involved and he volunteered to chair the
group. Wayne Bloodsworth of the fire department and Lt. Teat of the
police department will be asked to participate. It was suggested that
the group be formed and be given 90 days to finalize a plan and report
back to Council.
Mr. Phipps said he has been
talking with the police chief in Annapolis for recommendations for
candidates to fill the position vacancy for chief in Centreville’s
Police Department.
Mr. Powell reported on the
following items: (1) the water tower at North Book has passed all the
tests and is ready to be put back in service; (2) there will be a tour
of the spray irrigation project at Tanyard farm on May 17th
at 3:00 p.m.; (3) a letter has been received from Mary Roby regarding
the Home Owner’s Association and recommending to Council that the
stormwater management ponds be deeded over to the Phase I Home Owners
Association along with the forest area. It is her thought that the
group would then be more recognized as a legal entity. Mr. Powell
stated that the Town cannot mandate this.
Mrs. McCarthy suggested the
following list of priorities, the cost of which could be covered by
impact fees: parks, streets, repairs to water and sewer lines,
sidewalks, a recreation center, etc. Mr. Kehoe will get a copy of
Easton’s impact fee schedule for comparison. Mr. Powell noted that that
fees need to be levied in a way so that they are equitable to
residents. He will attend the Maryland Rural Water Convention next week
and have an opportunity to assess how other towns are handling this.
The next work session will be
held on Monday, May 9th, at which time amendments will be
made to the budget.
It was noted that Joe
Monaghan would like to serve on the Park Advisory Board. He will be
asked to put his interest in serving on the Park Board in a letter.
There being no further
discussion, it was moved and second by Mr. Pinder and Mrs. McCarthy, to
go into closed session. All being in favor, the meeting adjourned at
5:03 p.m.
