Town Council Meeting #24-03December 18,
2003
Council President Michael Whitehill convened meeting #24-03 at 7:00pm in the Town Hall. Vice President Norman Pinder, Terry Adams, Town Manager, Jonathan Hodgson, Town Attorney, Chief Ben Cohey, and Deana Ashley, Town Clerk, were also present. Welcome: Citizens and guests were welcomed to the meeting. Review of Minutes from Previous Meeting: Meeting #23-03 of December 04, 2003 minutes were accepted as read by the Council members. Mr. Whitehill made a motion to accept the minutes; Mr. Pinder seconded the motion. A vote was taken, members voted in the affirmative, and the minutes were approved unanimously. (2 ayes) Appearances: Ms. Ann Wilmore, QA HELPS, Information and Referral Hot Line – Ms. Wilmore appeared before the Council to introduce QA HELPS, an information referral hotline available to residents and business owners. There are two means of access, a local number and their website where approximately 1,300 pieces of information are available. The Council requested information be made available in Town Hall for this new service and would encourage staff to refer calls to QA HELPS. The Council thanked Ms. Wilmore for her presentation. Business: None. Maryland Municipal League: None. QAC Municipal League: The Council discussed with Mr. Hodgson the status of the Queen Anne County Commissioner’s Title 18 revisions to open space and permitted use of spray irrigation policies. The Council suggested Mr. Hodgson request from the Attorney General an opinion of the Commissioners authority to set policy regarding open space within municipalities. Announcements and Correspondence: Mr. Whitehill read the announcements and correspondence into the record and stated that the first Town Council meeting of 2004 would be cancelled as it fell on New Years Day. Clerk - · Ms. Ashley reported that she and Mr. Adams had attended an accounting software presentation by AccuFund and that a recommendation would be forthcoming. · She reported to the Council the creation of a discussion board on the website; The Council requested the webmaster attend their next work session. Chief of Police – · The Chief stated that his report was included in the Council’s books for their review. There was nothing unusual to report. · Meters will be bagged on 12/21/3 thru 1/4/4 for the holidays. · New carpet has been installed in the station and tile in the holding area. · The speed trailer software has been updated to produce accurate counts of vehicles. · The Chief attended a meeting at Emergency Services on 12/16 regarding snow preparedness; he also went to Fort Meade on 12/10 regarding surplus military equipment. Town Manager - Mr. Adams reported the following: ·
The construction of the wastewater treatment plant is
behind schedule; the spray
irrigation system should be on-line by May 28.
The Council and · He is working on estimates for the construction and paving of the Little Kidwell. · Mr. Adams discussed with Mr. Hodgson the status of the international building code. · He reported to the Council the concerns regarding a homeowner association within Northbrook. · Mr. Adams noted that a recommendation would be forthcoming for a proposed new accounting software program that would integrate the water billing and financial systems and facilitate GASB 34 compliance. Citizens Forum: None. Motion to go into Closed Session: Mr. Pinder made a motion to go into closed session; Mr. Whitehill seconded the motion.
