Town Council Meeting #14-03 August

Council President Michael Whitehill convened meeting #14-03 at 7:00pm in the Town Hall. Vice President Norman Pinder and Member Donna Turner were present. Terry Adams, Town Manager, Ben Cohey, Police Chief, Jonathan Hodgson, Town Attorney and Deana Ashley, Town Clerk were all also in attendance. Welcome: Citizens and guests were welcomed to the meeting. Review of Minutes from Previous Meeting: Meeting #13-03 of July 3, 2003 minutes were accepted as read by the Council members. Mrs. Turner made the motion to accept the minutes; Mr. Pinder seconded the motion. A vote was taken, members voted in the affirmative, and the minutes were approved unanimously. (3 ayes) Appearances: · Eric Drummer, Garth Jones, Soil Consultants of Maryland, Inc. – Mr. Drummer and Mr. Jones appeared before the Council to discuss their interest in providing the Town with building and zoning inspection services. After a brief discussion, the Council thanked the gentlemen for their presentation. Business: · First Amendment to Public Works Agreement with Symphony Village – Mr. Adams read the title of the amendment into the record. There being no discussion, Mr. Pinder made a motion to accept the amendment; Mrs. Turner seconded his motion. Mr. Pinder and Mrs. Turner both voted to approve the amendment; Mr. Whitehill chose to abstain from the discussion and subsequent vote. (2 ayes, 1 abstain) · Resolution 04-03 Rotary House Project – Mr. Hodgson read the title of the resolution into the record. He stated it’s purpose was to demonstrate the Council’s support for the Rotary House. Mrs. Turner made a motion to approve the resolution; Mr. Pinder seconded the motion. The Council voted unanimously in the affirmative to adopt the resolution. (3 ayes) ·

Development – Maryland Municipal League: The Council discussed the Fall conference in Cambridge. QAC Municipal League: Mr. Whitehill noted that the next meeting would be scheduled after the September 13 discussion with Ellen Watson of the Heritage Foundation. Announcements and Correspondence: Mr. Whitehill read the announcements into the record. Report of Department Heads: Town Clerk - · Ms. Ashley reported that the first application for reimbursements for the new WWTP were underway. · She also reported that preparations were being made for metered water billing in October. Chief of Police - The Chief’s report was included in the Council’s book for their review; there was nothing unusual to report. · He reported an increase in criminal activity in July 2003 and that $15,000 of the $19,000 in stolen property had been recovered. · The National Night Out party on Lawyers Row was a success. He thanked the Council members and town staff for their participation. · On the same night officers made a seizure of money that was placed in the police seizure fund. · The bike patrol will be increased to 3 officers in the near future so as to increase their presence in the community. · The candidates for the secretary position have been identified and the interview process will begin in mid-August. ·
He requested a donation of $100 from the Council to the
Eastern Shore Shriner Clowns for their work at National Night Out.
The Council voted unanimously to approve the donation. Town Manager - Mr. Adams reported the following: · The Heights road improvement project is fully underway. He anticipates completion at the end of August. Mr. Pinder and Mr. Whitehill asked him to consider the water retention at the Rt213 intersections at Oak and Elm streets, and at the Beskid residence on Chestnut St. Mr. Whitehill discussed the completion of the final Preserve paving to coincide with the Heights streets. · Mr. Adams requested the Council consider revising the Town’s policy regarding the accumulation of employee sick leave. The Council decided to discuss the matter at a future work session. · Mr. Adams and the Council discussed the schedule for the farmer’s market. It was noted that vendors be notified that stands may only be open during Wednesday’s from 11-2 and Saturday’s from 9-12. The Council asked him to confirm this schedule with Mr. Parry. · Mr. Adams will be attending a SHA meeting on August 13; he will keep the Council apprised of the discussion. · The new zoning map for the Town is available for their review and approval. Mrs. Turner requested smaller, signed versions be made available to the Council and the community. ·
The wastewater treatment plant project is progressing
well; inclement weather has had an impact on the schedule.

Council. The Council
