TOWN COUNCIL MEETING #12-05 June 16, 2005
Council President Donna S. Turner convened meeting #12 at 7:00 p.m. in the Town Hall and welcomed those in attendance. Mary McCarthy, Council Vice President, Norman Pinder, Council Member, Royden Powell, Town Manager, Steve Kehoe, Town Attorney, and Jane Saulsbury, Administrative Aide, were present
Review of Minutes from Previous Meeting: The minutes of the May 19, 2005 meeting were approved by motion and second of Mr. Pinder and Mrs. McCarthy, respectively, and by unanimous vote.
Appearances
Mr. Mike Simpson, builder, came before the Town Council to request that the building permits for the three lots he owns in Wetherbee be released for construction. He was assured when he purchased the lots from Fred Kirsch that the water and sewer allocations were transferable. Mr. Kehoe advised that the Town has to apply to the Queen Anne’s County Circuit Court to specifically release these permits as they were not among those included for interim relief. Mr. Powell reminded Mr. Simpson that the moratorium passed by M.D.E. prevented issuance of building permits. After discussion, it was moved and seconded by Mr. Pinder and Mrs. McCarthy, respectively, to petition Judge Ross to allow the Town to grant building permits for the Simpson lots at Wetherbee. All being in favor, the motion passed.
Business
Ridgeview Avenue - Mr. Powell advised that the Planning Commission has asked for affirmation from SHA as to the positioning of Ridgeview Avenue; the angle of entry seems awkward. Mr. Powell stated SHA has approved the entrance. Additionally, it was noted that this street will improve the flow of traffic on the south side of Town, which is one of the goals recommended by the Comprehensive Plan.
License Agreement/Mary Margaret Goodwin - Mr. Kehoe advised that a resolution has been formulated to authorize Mrs. Mary Margaret Goodwin, on behalf of the Town of Centreville, to acquire historical documents from citizens during her compilation of her “History of Centreville.” He read the Resolution for the record. It was moved and seconded by Mrs. McCarthy and Mr. Pinder, respectively, to accept the resolution, as amended, for Mrs. Goodwin to work on Centreville’s history in conjunction with the County Tricentennial. All were in favor and the motion passed.
Maryland Municipal League Report - The annual MML conference will be held in Ocean City, June 26th through June 29th.
Queen Anne’s County Municipal League Report - Nothing to report.
Announcements - Mrs. Turner read the announcements for the record. There will be a work session on June 20th at 4:00 p.m. in the Town Hall. The FY 2005-2006 Budget Hearing will be held on June 23rd if there are no major changes. Mrs. McCarthy reported on the celebration of “Matti Anthony Day” held on June 16th in honor of her 100th birthday.

Report of Department Heads
Town Manager - Mr. Powell reported that the eroded gully at the Tanyard Farm is being addressed; outlets will be lined with rock. The Soil Conservation AgenThere are some grant funds available Centreville Police Department - Lt. Teat gave a summary of activity during the last two week reporting period. Mrs. Turner reported on the “Coloring Contest” initiated and chaired by Cpl. Kim Conley of the Centreville Police Department and complimented Cpl. Conley on a well done project.
Citizens Forum
Mr. Bob Sulin, 207 South Liberty, asked why the Town is considering fencing the spray irrigation property. Mr. Powell advised that the Town has some concerns about liability. There may be some federal grant monies available.
Motion to Adjourn to go into Closed Session
There being no further business to discuss, it was moved and seconded by Mr. Pinder and Mrs. McCarthy, respectively, to go into closed session. All being in favor, the meeting adjourned.
