Town Council Meeting #11-03 May 15,
2003
Council President Michael Whitehill convened meeting #11-03 at 7:00pm in the Town Hall. Vice President Norman Pinder and Member Donna Turner were present. Terry Adams, Town Manager, Jonathan Hodgson, Town Attorney, Ben Cohey, Police Chief, and Deana Ashley, Town Clerk were all also in attendance. Welcome: Citizens and guests were welcomed to the meeting. Review of Minutes from Previous Meeting: Meeting #10-03 of May 1, 2003 minutes were accepted as read by the Council members. Mr. Pinder made the motion to accept the minutes; Mrs. Turner seconded the motion. A vote was taken, members voted in the affirmative, and the minutes were approved unanimously. Permit – Business: · Ordinance 01-03: Amendment to FY 2002-2003 Budget – Mr. Adams read the budget amendment into the record. Mrs. Turner made a motion to approve the ordinance and amendment; Mr. Pinder seconded the motion. The Council voted unanimously in the affirmative (3 ayes). · Ordinance 02-03: First Reading of 2003-2004 Budget – Mr. Adams summarized the general and water fund expenditures and expected revenues based on work sessions. Mr. Pinder made a motion to approve the first reading of the Fiscal 2003-2004 budget; Mrs. Turner seconded the motion. The Council voted unanimously in the affirmative (3 ayes). ·
Millstream Park Request, May 17 – Mr. Whitehill
approved the request. Maryland Municipal League: Voting for the new MML members will be conducted at this year’s convention in June. QAC Municipal League: Nothing to report. Announcements and Correspondence: Mr. Whitehill read the announcements into the record.
Report of Department Heads: Town
Clerk - · Ms. Ashley reported that the Memorial Day Parade preparations were underway. · She also stated that software was purchased so that initial meter readings can be mailed with July 1 water/sewer bills. Chief of Police - The Chief’s report was included in the Council’s book for their review; there was nothing unusual to report. · Chief Cohey noted that May 15 is National Police Officer’s Day. He placed a wreath on the Fallen Heroes Memorial in honor of Patrolman Nickerson. · The new patrol car was delivered. · Several warning notices have been issued for grass/weed violations. · Chief Cohey met the Corsica Lighthouse Pub owners and discussed the noise ordinance. · Late shift hours have been revised to overlap from 1700 to 0100 with emphasis on the downtown area. ·
Businesses have been reminded that police escorts are
available for bank deposits; requests have increased. Town
Manager - · Mr. Adams reported the following Park Board requests: Skateboard Park Registration Day June 7, 10-12pm Flower Bed Adoption Program – Town pays for sign and mulching · The new wastewater treatment plant project progress is good. · Bramble meeting is pending for completion of Heights water main and street improvement project. · Mr. Adams received an estimate of $15,000-$16,000 for the water line renovations at the Goodwill Fire Company. · A town resident (county employee and web page developer) has volunteered his time to develop a web page. Staff will work with Jeff Rank and progress presentations will be made to the Council. · Mr. Adams asked the Council’s approval to purchase a street sweeper using $40K budgeted and financing $50K. Mr. Pinder made a motion to approve the purchase; Mrs. Turner seconded the motion. The Council voted unanimously in the affirmative (3 ayes). · Mass Transit representatives report a meeting is at least a month out. · The request for renaming Turpin’s Lane is currently being researched. · The Centreville Business Association is interested in developing the community calendar as a fundraiser next year. · Centreville was recently ranked among the top 100 communities in the country as reported in recent newspaper articles. Citizens Forum: · Mr. Ed Smith and Mr. Ed Parry requested the Town’s assistance with insurance for the Memorial Day Parade. The Council suggested that Mr. Freestate would ensure that coverage is adequate for the festivities. · Mr. Parry reported a lack of vendor participation for this year’s farmers market.
