Town Council Meeting #10-03 May 1,
2003
Council President Michael Whitehill convened meeting #10-03 at 7:00pm in the Town Hall. Vice President Norman Pinder and Member Donna Turner were present. Terry Adams, Town Manager, Ben Cohey, Police Chief, and Deana Ashley, Town Clerk were all also in attendance. Welcome: Citizens and guests were welcomed to the meeting. Review of Minutes from Previous Meeting: Meeting #08-03 and #09-03 of April 17, 2003 minutes were accepted as read by the Council members. Mrs. Turner made the motion to accept the minutes; Mr. Pinder seconded the motion. A vote was taken, members voted in the affirmative, and the minutes were approved unanimously. (3 ayes) Appearances: · Henderson Sudler, Request to Rename Alley – Mr. Sudler appeared before the Council to request a name change for an alley off of Turpin’s Lane to Ayer’s Alley in recognition of Mrs. Helen T. Ayers. Mr. Whitehill noted that research would have to be conducted to ensure the Town’s right to name the alley; consideration must be made for property lines and 911 implications. The Council thanked Mr. Sudler for his time and said they would keep him apprised of their progress. Business: Maryland Municipal League: Nothing to report. QAC Municipal League: Mr. Whitehill noted that correspondence from the QAC Affordable Housing Committee received should be forwarded to other members of the league and a meeting scheduled for May 6, 2003 at 5pm in Town Hall. Mr. Whitehill and Mr. Pinder discussed the current affordable housing opportunities and the impact of proposed housing (Pizza Hut, Murdoch apartments) on the Town’s statistics. Announcements and Correspondence: Mr. Whitehill read the announcements into the record. · Letter from Herbert G Boone Regarding Drainage Issue at King Court – Mr. Boone asked the Town for assistance regarding stagnant water in the drainage ditch. Mr. Adams informed the Council that this was an ongoing challenge and that the Soil Conservation Service suggested it was a property owner issue. Mr. Adams was asked to write a letter to Mr. Boone suggesting they would work with the Service and attempt to incorporate the issue into the WRAS. Report of Department Heads: Town Clerk - · Ms. Ashley stated that 5 meter-read routes were entered and read into the billing system successfully. · Ms. Walls of Just Cause Consulting would be attending the CDBG workshop on Monday, May 7, 2003 and Ms. Ashley would request a review of her findings. ·
The initial paperwork was underway for the SHA grant for
the paving of the Millstream Park Trail.
· The Chief’s report was included in the Council’s book for their review; there was nothing unusual to report. · Chief Cohey discussed with the Council the opportunity to purchase a car for $1 from an advertising company. They discussed the types of ads, whether other municipalities participated, and asked the Chief to forward a copy of the contract to Mr. Hodgson for his review. · The Chief has been in contact with other local law enforcement and EMS services regarding parking in downtown. ·
Chief Cohey reported on the status of the department’s
patrol of the skateboard park and the ongoing issue of non-utilization
of safety equipment and lack of valid passes.
The Council discussed opportunities to increase public awareness
of the requirement to use safety equipment and purchase passes at the
Police Department. Town Manager -
· Mr. Adams reported that he is working with vendors to procure new bids for garbage collection. · A draft copy of the 2003-2004 budget has been placed on the front counter of Town Hall for general review. · Per the Council’s recent work session, the constant yield tax rate for 2003-2004 will remain at $0.48/$100 of assessment for real property tax revenues and will be discussed at a public hearing scheduled for May 15, 2003 at 6pm in Town Hall. · He stated that discussions are still underway regarding the property on the Railroad and the Council’s interest. · Mrs. Mary Margaret Goodwin has requested that she would like to offer her assistance in discussions regarding monitoring the skateboard park. · Mr. Adams reported that he is researching other municipalities and the maintenance of cemeteries. Mr. Pinder noted that he has been unable to solicit participation on the committee from residents; he will continue asking for members. · Mrs. Wasserman, 206 Kidwell Ave, contacted Town Hall notifying the Council she will be out of town for the next few weeks. · Mr. Adams will not be able to attend the June 5, 2003 Council Meeting. · In response to Mr. Pinder’s question, he is working with Bramble to confirm their return to the Heights to complete the road improvement project. · URS has completed an updated zoning map of the Town. Mr. Pinder asked that members of the Planning and Zoning Commission review and approve the plans before final, various size copies are printed and distributed. Citizens Forum: Mr. Luke Phipps, 202
S Commerce – Mr. Phipps asked the Council to consider the
placement of speed signs in light of restricting parking on Fayette St. The Council discussed the matter with the Chief and Mr. Adams
