Town Council Meeting #07-03 April

Council President Donna
Turner convened meeting #07-03 at 7:00pm in the Town Hall. Vice President Michael Whitehill and Member Norman Pinder
were present. Terry Adams, Town Manager, Jonathan Hodgson, Town
Attorney, and Deana Ashley, Town Clerk were all also in attendance. Welcome:
Citizens and guests were welcomed to the meeting. Review of Minutes
from Previous Meeting: Meeting
#06-03 of March 20, 2003 minutes were accepted as read by the Council
members. Mr. Pinder made
the motion to accept the minutes; Mr. Whitehill seconded the motion. A
vote was taken, members voted in the affirmative, and the minutes were
approved unanimously. (3 ayes) Appearances: · Frank Kratovil, Queen Anne County States Attorney – Mr. Kratovil appeared before the Council to discuss the progress of his office and any local concerns. He reported the following: o 4 full time attorneys w/cell phones and on-call hours o Direct assignments to district and circuit court cases o Creation of witness and victim notification program o In-service training of staff with Sheriff’s Department o Relocating to old Price and Gannon on April 21st Mr. Whitehill asked about specialties within the office and Mr. Pinder asked if the Centreville Police were notified when the QAC Drug Task Force were working within town limits? Mr. Kratovil replied that there was limited specialization within the office and that as a practical matter the local office was notified by the QAC sheriff’s office. The Council thanked Mr. Kratovil for his presentation and asked him to keep them apprised of his office’s work in the future. ·
Greg Torchio, Centreville Rotary House – Mr.
Torchio appeared as a representative of the Centreville Rotary Club and
their effort to build houses on a recently purchased lot in town to act
as a transitional shelter for victims of domestic violence.
He reviewed the house layouts and the services to be provided to
the tenants. He also
discussed with the Council the budget and asked for the Council’s
support for the project. Mr.
Whitehill asked if the transition included training and if the
participants were likely to stay in the area or return to their home?
Ms. Yeagher, Mid-Shore Council of Family Violence, replied that
training began in the crisis shelter, continued in transition, and that
her inclination was that tenants would likely remain in the community.
Mr. Pinder asked what the typical duration of stay would be?
Ms. Yeagher replied that it was typically one year. The Council then discussed with Mr. Torchio utilizing funds
from both the Town and County’s housing rehabilitation funds.
The Council thanked Mr. Torchio for his presentation and asked
him to keep them apprised of the CRC’s ongoing needs and progress. Business: ·
Millstream Park Requests, Envirothon Training and
Easter Sunrise Services - Mrs. Turner signed and approved each
request. Maryland Municipal
League: Nothing to
report. QAC Municipal

report. Announcements and
Correspondence: Mrs.
Turner read the announcements into the record. Report of Department Heads: Town Clerk - ·
Ms. Ashley stated that the MML convention schedule had
been received. She would
soon be asking for the Council’s activities during the event. · She also reported that 1st quarter water/sewer/landfill bills had been mailed along with a letter of explanation and toilet dye for the upcoming metered-billing. · She also reported that Town Hall had received more responses for the Memorial Day Parade. ·
Ms. Ashley would begin working with Mr. Adams on the grant
received for the paving of the Millstream Park from the State Highway
Administration. Chief of Police – ·
The Chief’s report was summarized by Mr. Adams; there
was nothing unusual to report. Town Manager -
· Mr. Adams noted that the next Centreville Business Association Meeting will be held at April 9, 2003 at 8am at Centreville National Bank. · He reported the water line work at Front St should be completed in the next 2-3 weeks. · Blacktop repairs had started on Laywers Row and would continue on other streets in town. · He stated that Bramble is currently working on water line house connects in the Heights; curb/gutter work was next and then the blacktop process would finish around July 1. · Mrs. Frazier, a representative of Governor Ehrlich’s office, requested a meeting with the Town Council on April 29th at 2:30pm. · Mr. Adams met with QAC and FEMA officials to obtain monies for the snow event. He will submit the paperwork in the near future for reimbursement of approximately $16-26,000. · The WWTP “notice to proceeds” have been issued for the vendors, George Lynch, WWTP, and Bramble, force-main and irrigation system. · Mr. Adams and Mr. Delormier, URS, recently met with QAC Parks and Recreation officials regarding WWTP discharge at Conquest Beach. The discussions were positive and there seem to be many alternatives to the process; discussions would be ongoing. · Mr. Adams presented the Council with the first draft of the 2003-2004 budget and requested a work session be scheduled at their earliest convenience. ·
Mrs. Turner asked that the crosswalk at Broadway be
installed per Citizens Forum:
Mr. George Sigler, 109 Windsor Ave, Commander American Legion,
Jeff Davis Post – Mr. Sigler requested the Council’s approval to
hold a “support the troop’s rally” on the courthouse square.
The Council noted that permission would have to be granted by the
Clerk of the Court, Scott MacGlashan.
The Council also discussed placing yellow ribbons on the trees in
