Town Council Meeting #03-04
February
19, 2004
Council
President Michael Whitehill convened meeting #03-04 at 7:00pm in the
Town Hall. Norman Pinder,
Council Vice-President, Terry Adams, Town Manager, Jonathan Hodgson,
Town Attorney, Police Chief Benjamin Cohey were also present.
Welcome:
Citizens and guests were welcomed to the meeting.
Review
of Minutes from Previous Meeting:
Meeting #02-04 of February 5, 2004 minutes were accepted as read
by the Council members. Mr.
Pinder made a motion to accept the minutes; Mr. Whitehill seconded the
motion. A vote was taken, members voted in the affirmative, and the
minutes were approved unanimously. (2 ayes)

Resolution
R-01-04, Consent to Assignment of Franchise Agreement – The
resolution title was read into the record by Mr. Hodgson. Mr. Pinder made a motion to approve the resolution; Mr.
Whitehill seconded the motion.
The Council voted unanimously in the affirmative (2 ayes).

First
Reading of Ordinance 02-04, Grant of Perpetual Easement between the
Town Council and Charles Seward and Susan Roberts, formerly known as
Susan Seward and Charlotte Marie Seward – Mr. Hodgson read the
ordinance into the record. Mr.
Pinder made a motion to discuss the ordinance;
Mr. Whitehill seconded the motion.
After discussion, Mr. Pinder made a motion to approve the
first reading of Ordinance 02-04; Mr. Whitehill seconded the motion.
The Council voted unanimously in the affirmative (2 ayes).
Mr. Pinder then requested an emergency vote as a second
reading of Ordinance 02-04.
Mr. Pinder made a motion to approve the second reading of the
ordinance;
Mr. Whitehill seconded the motion.
The Council voted unanimously to approve the emergency second
reading of Ordinance 02-04. (2
ayes)

Second
Reading Ordinance 01-04: BOCA
Maintenance Codes – Mr. Hodgson read the title of the
ordinance into the record. After
discussion, Mr. Pinder made a motion to approve the second reading
of the ordinance; Mr. Whitehill seconded the motion.
The Council voted unanimously in the affirmative (2 ayes).

Centreville
Lions Club Request to Use Millstream Park for Annual Easter Egg Hunt
- The Council approved the request.
Maryland
Municipal League: Mr. Whitehill
discussed the recent bill regarding annexation.
QAC
Municipal League: The
Council discussed the upcoming meeting on March 9, 2004 at 5:00pm in
Town Hall to discuss the County tax set-off for 2004-2005.
Announcements
and Correspondence: Mr.
Whitehill read the announcements and correspondence into the record.
Report
of Department Heads:
Town
Clerk – None
Chief
of Police –
·
Chief Cohey stated that his report was included in the
Council’s books for their review.
There was nothing unusual to report.
·
The department has passed out fliers to residents for the
upcoming Neighborhood Watch Program meeting on March 9, 2004.
·
All personnel attended the Memorial Service for Schwenz
and Nickerson on February 13, 2004.
·
Pfc. Kern will be selling Special Olympic shirts to
support the Maryland group.
·
The department will be participating again in the annual
Chief’s Challenge for safety belt/child safety seat use.
·
Arrangements are underway for attending the mandated
in-service training with the Sheriff’s department.
Town
Manager - Mr. Adams
reported the following:
·
Mr. Adams presented the first draft of the Town’s
2004-2005 budget.
·
He presented a request from Northbrook 2 for a reduction
in their letter of credit; the Council approved the request.
·
The office copier/fax/printer is installed and working
great.
·
Mr. Adams will meet with Tom Spear on March 8, 2004 at
4pm.
·
The Tanyard farmer and farm manager will attend the next
work session.
·
Mr. Adams requested approval for a “stand-by” pump for
the sewer pump station.
·
He is currently reviewing equipment for solid removal at
both the North and South pump stations.
·
After discussion with the Council, Mr. Adams will pursue
the following items:
§
Copy of plat for Hammond easement to Mr. Whitehill
§
List of contractors using bypass pump and rates paid
§
Provide a proposal for code update and internet access to
incorporate 6-year update of the comprehensive plan
§
Prepare a new sewer allocation policy
§
Prepare a letter to resident regarding alleyways and
non-vehicular traffic
§
Copy Council on MTA lease agreement
§
Notify builders about compliance with newly adopted code
Citizens
Forum:
·
Mrs. Mary McCarthy, 115 Chesterfield Ave, Mrs. McCarthy
discussed the status of the Town’s application for historic
registration and the related tax credits for eligible homeowners.
Motion
to Adjourn: There being nothing further to discuss, the meeting was
adjourned by unanimous vote at 8:02 pm.
