Town Council Meeting #01-04

 January 15, 2004

 

Council President Michael Whitehill convened meeting #01-04 at 7:00pm in the Town Hall.  Norman Pinder, Council Vice President, Donna Turner, Council Member, Terry Adams, Town Manager, Jonathan Hodgson, Town Attorney, Police Chief Ben Cohey, and Deana Ashley, Town Clerk, were also present.

 

Welcome:  Citizens and guests were welcomed to the meeting.

 

Review of Minutes from Previous Meeting:  Meeting #24-03 of December 18, 2003 minutes were accepted as read by the Council members.  Mr. Pinder made a motion to accept the minutes; Mr. Whitehill seconded the motion. A vote was taken, members voted in the affirmative, and the minutes were approved unanimously. (3 ayes)

 

Appearances:  

 

DMS and Associates, Water and Sewer Allocations – Mr. Tom Davis of DMS and Associates appeared before the Council to request water and sewer allocations for a proposed new commercial/residential building on Water Street.  Mr. Davis presented a concept diagram to the Council and described the intended use of the 6 requested units.  The Council noted that available water and sewer allocations were currently under review and that they would respond to his request within the coming weeks.  The Council thanked Mr. Davis for his presentation.

 

Stoney Duffey, Water and Sewer Allocations – Mr. Stoney Duffey of the Centreville Business Park, along with Mr. Woody Woodford, appeared before the Council to request water and sewer allocations for proposed commercial and retail developments. 
Mr. Duffey and Mr. Woodford described the proposed use for the 137 acres of land and the need for water and sewer allocations.  The Council requested they submit specifications for the next two developments, as well as proposed uses for the remaining land so as to determine the allocations required.  The Council thanked the gentlemen for their participation.

 

Miss Jamie Treego, Sponsorship for People to People (Ambassador Program) – Miss Treego came before the Council to describe her acceptance into the program, its mission, and to request a donation from the Council.  The Council thanked Miss Treego and noted they would confer during their next work session regarding any contribution.

 

Business:  

 

1. Reduction in bond amounts for Phase 1 of Waterford Centreville (Symphony Village) – Mr. Adams conveyed the request for reduction in bond by the developers based on the work completed to date and noted that the amounts would include contingency reserves.  Mr. Pinder made a motion to approve the request; Mrs. Turner seconded the motion.  Mr. Pinder and Mrs. Turner voted in the affirmative;
Mr. Whitehill abstained.  (2 ayes, 1 abstain)

 

2.  Maryland Department of Planning Letter – Mr. Adams discussed a letter from the Maryland Department of Planning regarding the Council’s interest in the transit property located on Pennsylvania Avenue.  The Council approved the response to the Department by Mr. Adams.

 

Maryland Municipal League:  None.

 

QAC Municipal League:  Mr. Whitehill noted for the record the Council’s recent meeting with Senator Pipkin, Delegate Sossi, and Delegate Walkup to discuss a number of issues of mutual concern, including increased traffic and the purchase of the transit property. 

 

Announcements and Correspondence:  Mr. Whitehill read the announcements and correspondence into the record.

 

Report of Department Heads:

 

Town Clerk –

·        Ms. Ashley reported that she had recently met with local towns that have implemented the AccuFund software and they gave a favorable recommendation. 

·        She also reported that the 4th quarter metered utility billing efficiencies had improved.

 

Chief of Police

·        Chief Cohey stated that his report was included in the Council’s books for their review.  There was nothing unusual to report.

·        The safety glass and sheet metal skin for the lobby has been installed.

·        The police department joined the Child Safe Program to provide free gun locks to residents; over 115 locks have been distributed to date.

·        Chief Cohey applied for two grants, one of which was approved for overtime monies.

·        He also summarized the department’s annual report to the Council, noting that Part I violent crime remained at the 2003 level.

·        He has requested that the SHA review lengthening the light cycle at town signals in order to reduce traffic back-ups.

 

Town Manager -  Mr. Adams reported the following:

·  The construction of the new wastewater treatment plant has continued as planned.

·  He is awaiting reports from MDE on current operations and will report those to the Council.

·  Mr. Adams requested the Council establish a policy regarding utility billing and the number of residential units in response to a letter received from the Schaller’s.  The Council approved the on-site inspection to confirm the number of units and requested Mr. Hodgson draft an ordinance regarding the definition of residential rental units.

·   The town of St. Michaels refused the skateboard equipment upon inspection.  The Council in consultation with Mr. Adams and Mr. Hodgson asked that the equipment be dismantled and removed.

·  Mr. Adams made a recommendation to the Council for the purchase of the AccuFund software to be implemented by April 1, 2004.  The cost of the software and its implementation and training, at approximately $25,000, would be recaptured within the first two years and would facilitate GASB 34 compliance.  The Council approved the purchase unanimously.

·  Mr. Adams updated the Council on the status of pending civil violations.

 

Citizens Forum:   Mrs. Mary Roby, 210 Lurgan – Mrs. Roby questioned the schedule of the street sweeper.  The Council suggested that the schedule be reviewed in order to optimize its use in downtown and residential areas.

 

Motion to Adjourn:  There being nothing further to discuss, the meeting was adjourned by unanimous vote at 8:20 pm.
