Centreville Planning Commission October 19, 2005
Mrs. Elizabeth Brice, Chairman, called the October 19, 2005 meeting of the Centreville Planning Commission to order at 7:08 p.m. in Meeting Room A. of the County Annex Building. The following members were present: Elizabeth Brice, Rob Babbitt, Mary Roby, and Dan Worth. Royden Powell, Town Manager, Donna Turner, Council liaison, Steve Kehoe, Town attorney, and Jane Saulsbury, Administrative Aide, were also present.
Review of Minutes from Last Meeting - The minutes for the September 21, 2005 meeting were approved after correction. (Three transient slips will be reserved for the Town at the Wharf Condo project.)
Appearances Jonathan Hodgson, Esquire, Wharf Condo Project Update - Mr. Hodgson thanked the members of the Planning Commission for their support and the Town Council for sending a letter to the Maryland Department of the Environment endorsing the Wetlands Permit Application for the project at Centreville Wharf. Mr. Hodgson presented an updated illustration showing the proposed plantings for the twenty-five foot buffer and added that an audit is being done of the sewer capacity of the ejector pump. He hopes to have a final site plan ready for presentation at the Planning Commission’s November meeting.
Jenny Ross, Re: Day Care Provider, Request for Increase in Number of Children - Mrs. Ross is running a day care from her residence as a home occupation and wishes to increase the number of children from six to eight. The Heath Department needs confirmation from the Town that eight children are permitted. Of the six children she has now, only three of them are full time, the others being in school; seldom are all six there at the same time. There was lengthy discussion about the definition of a “Day Care Center” in the Zoning Ordinance. It is based on the number of children. It was moved and seconded by Mr. Babbitt and Mr. Worth, respectively, to recommend to the Town Council that there be a text amendment to the Zoning Ordinance to allow the use of one’s residence for small scale day care as a home occupation, allowing up to eight clients, and to define the time of operation as being from 6:00 a.m. until 6:30 p.m. All in favor, the motion passed.
